Evaluation of the Prisoner Reentry Initiative
Coffey is conducting an evaluation of the 30 grants funded by USDOL under the Prisoner Reentry Initiative (PRI), a joint initiative of the U.S. DOL, DOJ, DHHS, and DHUD. The evaluation includes qualitative components and analyses of both participant outcomes and the costs of serving ex-offenders returning to their communities.

Prisoner Reentry Initiative Technical Assistance
Coffey is providing technical assistance to grantees and sub-grantees participating in the Prisoner Reentry Initiative which is designed to draw on the unique strengths of faith-based and community-based (FBCOs) to successfully deliver needed social services to ex-offenders.

Job Corps Student & Staff Training Support
Coffey has responsibility for helping establish a new comprehensive support system for student academic training and staff professional development. Included are on-going assessment and continuous improvement of student academic programs; establishment of proficiency standards; curriculum development; integration of technology in training; educational testing; and development of special programs for students with disabilities or limited English proficiency. Also included is the establishment of a national Job Corps system of staff professional development that encompasses teacher certification and re-certification.

Personal Reemployment Accounts (PRA) Demonstration Project
Coffey is providing technical assistance and conducting an implementation evaluation of the Personal Reemployment Accounts (PRA) Demonstration initiative. The implementation study, technical assistance (including peer-to-peer learning facilitation) and lessons learned about which service design strategies worked best will inform a broader PRA initiative in 2005.

System Integration Technical Assistance Project
Using a peer-to-peer approach (mentor and protégé States), Coffey is assisting six states in their efforts to integrate programs for dislocated workers at both State and local levels. Programs include WIA Adult, Wagner-Peyser, Trade, and National Emergency Grants.

The Federal Bonding Program
The Federal Bonding Program (FBP) offers a unique job placement tool for at-risk job applicants. Fidelity bonds provide insurance guaranteeing job honesty and serve as an effective employer incentive for hiring hard-to-place job seekers. Coffey is assisting FBP on increasing the awareness and use of the program and developing a best practice guide.
